Why isn't twitter letting me change my background?

-I am trying to upload a picture for my background, but it's not letting me even browse through my pictures to get one.. Please help?? :/It should let you? If you go to Twitter's settings page then under "Design" then "Chose File" if that doesn't work Twitter could just be having its moments haha. Just try again later.
